How the words were chosen
The current alphabet was adopted in 1956 after several years of testing, and the selection process was far more careful than the plain-sounding result suggests. Candidate words were tested with speakers of many different native languages and across deliberately degraded audio, because a word that is clear to an English speaker on a good line is not necessarily clear to a Spanish or Japanese speaker through static. Words that scored well were kept even when they looked odd on paper, and several earlier alphabets were abandoned because their words failed under those conditions. The result is a set where no two words rhyme, each has a distinct rhythm and stress pattern, and most are recognisable to speakers of the major European languages. Two spellings are deliberately non-standard for exactly this reason: Alfa rather than Alpha, because 'ph' is not pronounced as an F in many languages, and Juliett with a double T, because a single final T is silent in French.
Digits, and the alphabets it replaced
Numbers are spoken as individual digits rather than grouped, so 42 is 'four two' and not 'forty-two' — grouping is a common source of error when a reference is transcribed. Two digits are modified for clarity: nine is spoken as 'niner' so it cannot be confused with the German 'nein', and three is often given as 'tree' because the 'th' sound does not survive accents and static well. Four is sometimes lengthened to 'fower' and five to 'fife' for the same reason. This alphabet replaced several earlier national ones, which is why older films and books use words that sound wrong today — the British and American forces used Able Baker Charlie during the Second World War, and civil aviation in some regions used a different set again. The confusion caused by having several incompatible alphabets in use at once is precisely what motivated standardising on a single international set, and today NATO, the International Civil Aviation Organization and most emergency services all use the same twenty-six words.
